From Barely Surviving to Truly Thriving: Disabled People’s Manifesto 2026-2031

We are proud to launch From Barely Surviving to Truly Thriving: Disabled People’s Manifesto 2026–2031, a bold and collaborative call for change shaped by the voices and experiences of disabled people across Wales.

Developed in partnership with our member Disabled People’s Organisations (DPOs), our internal policy working group and more than 250 disabled people who contributed through surveys, consultation research and focus groups, this manifesto sets out our vision for an equal and inclusive Wales. It calls on decision-makers to act across five key areas to advance equality, rights and inclusion.

Guided by the principle ‘Nothing About Us Without Us’, we are committed to ensuring that DPOs and disabled people are at the heart of decision-making in Wales.

Disability Wales, the national body for DPOs in Wales, represents a diverse and intersectional membership comprising 19 full voting members, wider disability groups and over 600 individual disabled people, whose lived experiences and leadership have shaped this manifesto’s priorities.

You can download/view the manifesto in multiple formats below, each carrying the same core message: building a Wales where disabled people have the resources, rights and opportunities to live full, independent lives.

How you can support

  1. Please share the Manifesto as far and wide as possible, share with your networks, post about it on social media, and send to MS/MP’s or future candidates
  2. When posting on social media, tag us everywhere @disabilitywales and use the hashtags #DWManifesto and #FromSurvivingToThriving. Don’t forget to make your content accessible by capitalising the first letter of each word in a hashtag, adding ALT text descriptions to photos and captions on videos
  3. Call on current or future candidates/Senedd members to complete our commitment survey
